Seeing 138 repeatedly is the most reported number experience people have. The conventional reading is that repetition is what makes it noticeable rather than what makes it meaningful — but the number itself still has a structure worth reading.
the 1 reads as initiative and beginning; the reminder that attention is creative, and that what you keep thinking about is what you keep feeding; the 3 reads as expression, creativity and communication; often read as support for something you have been hesitating to say or make; the 8 reads as resources, authority and consequence; usually about money, work and what you are building.
A mixed sequence is read by its parts rather than as a whole: each digit keeps its own meaning, and the message is the combination.
Life Path 3 carries the creative spark of self-expression, joy, and inspired communication. These individuals are here to illuminate the world through art, words, and genuine enthusiasm.
Reducing 138 to 3 is the standard move: it tells you which quality is underneath the pattern.
Frequency is easier to explain than meaning. What is worth examining is what you were thinking about the first time it registered.

Angel numbers are not read as good or bad. 138 points at a quality — what you do with it is the variable.
Mostly that you have started noticing it. The more useful question is what was on your mind when it first registered, because that is usually what the reading attaches to.
Only where it overlaps with something you already had reason to do. A number is not a reason to override your own judgement.
