Modality answers a different question from element. Element says what a sign is made of; modality says how it moves. Cardinal signs — Aries, Cancer, Libra, Capricorn — start things and open each season. Fixed signs — Taurus, Leo, Scorpio, Aquarius — hold, deepen and refuse to be moved. Mutable signs — Gemini, Virgo, Sagittarius, Pisces — adapt, translate and close each season. Every season runs cardinal, fixed, mutable, in that order.
Twelve signs are exactly four elements multiplied by three modalities, so each element contains one of each: Aries is cardinal fire, Leo is fixed fire, Sagittarius is mutable fire. That is why two fire signs can behave nothing alike. Element is the substance — fire, earth, air or water. Modality is the timing and the temper — whether the sign initiates, stabilises or adapts. A fixed earth sign like Taurus is stubborn and durable; a mutable earth sign like Virgo is adaptable and precise. Same element, completely different behaviour.
They are evenly distributed by design: four cardinal signs, four fixed and four mutable. People are not evenly distributed, though — charts often lean toward one modality, and a strong fixed signature is one of the more noticeable things about a person.
Because cardinal signs sit at the start of each season — the equinoxes and solstices. Aries opens spring, Cancer opens summer, Libra opens autumn, Capricorn opens winter. That placement gives the whole group a starting impulse: they are the ones who begin, even when beginning is inconvenient.
